On Tuesday, 11 November 2025, at around 3:15 P.M., dozens of masked settlers arrived at Sahel Deir Sharaf, a mostly agricultural area stretching between the towns of Deir Sharaf and Beit Lid, and vandalized property in a small shepherding community and in a new branch of the al-Juneidi dairy factory, both in an area defined in the Oslo Accords as Area B.

The settlers broke into the yard of the factory, which was due to officially open a few days later, set fire to four trucks loaded with dairy products, burning them down. They also torched a car and smashed the windowpanes of another. A large group of settlers raided the residential compound of the Sahel Deir Sharaf (‘Arab D’eis) shepherding community, located about 100 meters north of the factory, and set fire to a truck, a car, bales of hay and a 30-square-meter storage shed that contained food products for the residents and feed for the sheep and calves.

Soldiers were present at the scene during the attack in three military jeeps, but did nothing to stop the acts. About 40 minutes after the attack began, two fire trucks arrived, but they focused on extinguishing the fire at the factory, and the residents had to put out the fires in the community by themselves. Israeli officials did not arrive until 10:00 P.M., first at the factory and then at the community. Officers from the Israeli DCO, the police and the military took statements and photos of the scenes and received footage from the factory’s security cameras.

B’Tselem field researcher Abdulkarim Sadi collected testimonies about the attack on 12 November 2025:

‘Issa D’eis, 45, married and a father of five, a resident of Sahel Deir Sharaf, recounted in his testimony:

On Tuesday afternoon, while I was in the town of Deir Sharaf with my brothers Nabil and ‘Ali to stock up on some supplies, I got a phone call from my wife, who told me that dozens of settlers were attacking homes in the community and setting vehicles and property on fire. She and the children were hiding inside the house.

We immediately drove back and within about 10 minutes reached our residential area, and were surprised to see three military jeeps standing on the road that leads to our homes. The soldiers did nothing while the fire was consuming our property.

We started working on putting out the fire in my jeep and in my brother Nabil’s truck, as well as in the bales of hay and in a storage shed with an iron frame covered in plastic sheeting that we use to store food. It took us about an hour and a half to put out the fire, using water and dirt, and in the meantime, the cab of my brother Nabil’s truck and my car had already burned. The fire burned down the storage shed, which contained food supplies for the family and feed for the animals. Everything was completely burned.

Nabil D’eis, 54, a resident of Yatta who came to visit his brother in the community, recounted in his testimony:

When we arrived, the settlers weren’t there anymore, but there were three military jeeps standing not far from the homes, doing nothing. We started trying to put out the fire in my truck, which completely consumed the cab, and the fire in my brother ‘Issa’s car, all of whose windows were smashed. I approached one of the soldiers sitting in the jeeps and asked for help, but he only said he would report it and call the Israeli police.

The fire the settlers started consumed 20 bales of hay, as well as a 30-square-meter storage shed where food supplies like wheat, flour and oil were stored, along with feed for my brothers’ livestock, about 300 sheep and 30 calves. The settlers also broke the legs of two sheep. About 40 minutes after the settler attack, two fire engines arrived and went to the al-Juneidi factory, where the settlers set fire to trucks in the yard. Where we were, by the time the fire subsided, the vehicles, the hay and the storage shed burned down.

Israeli military and police forces came at night, and Israeli police officers took testimonies from us about the settler attack and took photos of the property the settlers had burned.

Amjad ‘Amru, 36, a married father of four from Nablus recounted in his testimony:

I manage the new branch of the al-Juneidi dairy company. The new structure was built on a 15-dunam (1 dunam = 0.1 hectares) area, and the building itself covers 4 dunams. We moved into the site a few days ago, on 8 November 2025, and the official opening was supposed to take place this coming Saturday, 15 November 2025. The facilities in the building were already operating, including refrigerators and storage rooms for goods, and technical teams and workers were hired.

Yesterday, Tuesday, 11 November 2025, at around 3:15 P.M., while we were busy working and getting stock orders ready, I was stunned when the employees and workers shouted that there was a large settler attack on the factory. I immediate took security and personal safety measures for the employees and workers, and we closed all the warehouse doors, the main building and the factory’s entrance gate.

The settlers took advantage of the fact that the gate where trucks enter stayed open, and dozens of settlers came into the factory yard where trucks and company and employee cars were parked. My main concern was that none of the workers would get hurt and that the settlers would not manage to get into the company’s storage rooms and facilities.

About 15 minutes after the settler attack began, they went out of the company’s yard, and that’s when we dared go out and examine the destruction and devastation they had caused. We were shocked to discover that four refrigerated trucks designated for transporting dairy products burned down entirely. They also set fire to a worker’s car and smashed the windows of a company car.

The most shocking thing was that I saw three military jeeps parked at a distance of about 150 meters north of the company, and the soldiers didn’t intervene or prevent the settlers from damaging the compound.

More than 40 minutes after the attack on the compound began, two fire trucks arrived, but by that time, the fire had consumed the trucks and the other vehicles.

After about two hours, a patrol car with officers from the Israeli DCO suddenly showed up. They came to the company compound and took photos of the site. They did not conduct an investigation and did not take any statements about the settler attack. At around 10:00 P.M., the Israeli DCO officers came back with officers from the Israeli police and from Israeli intelligence, took my statement about what happened, took photos of the site and footage from the security cameras.
