Settler Violence = State Violence

In recent years — and especially since 7 October 2023 — there has been a sharp increase in both the number and severity of settler attacks against Palestinians. The incidents reported on this blog do not reflect all incidents of settler violence in the West Bank, but only those that B’Tselem was able to document and investigate.

Al-Mazra’ah al-Qibliyah, Ramallah District: Settlers attack farmers with stones and vandalize barbed-wire fence and irrigation reservoir

On Friday, 2 September 2022, at around 1:00 P.M., Samhan Shreiteh (68) from al-Mazra’ah al-Qibliyah came to work on a plot of land located on a farm that spans 40 dunams south of the village, where he is employed as a wage laborer.

Upon arrival, he saw about four teenage settlers fleeing the farm on an ATV and discovered they had vandalized about 20 meters of the fence that surrounds the plot.

About three weeks later, on 29 September 2022, while Shreiteh was inside a building in the farm along with the son of another laborer, he noticed about 20-30 settlers trying to break through the gate to the farm. Shreiteh shouted at them and demanded they leave, but they approached him and attacked him with stones.

In a testimony he gave B’Tselem field researcher Iyad Hadad on 29 September 2022, Shreiteh said:

For five years now, settlers have been setting up tents in front of the farm where I work, often entering the farm and provoking us and sometimes also vandalizing property. The settlers also swim in the farm’s irrigation reservoir.

In the middle of 2020, the settlers took advantage of the fact that we were away from the farm during the coronavirus pandemic, and established a new outpost on private land of the villagers. They brought 10 trailers there. About a year later, on 7 August 2021, they paved a private road that connects the outpost with the al-Mazra’ah road.

Ever since they established the outpost, groups of 20 to 30 settlers have been coming almost every day to swim in our irrigation reservoir, behaving like thugs. It’s become a regular thing, and they often carry out their acts of revenge at night or when we’re not at the farm. Sometimes we manage to drive them away. Whenever we did call the army via the Palestinian DCO or the Red Cross, the soldiers protected the settlers and didn’t make them leave the farm.

On 29 September 2022, at around 3:30 P.M., I was inside a structure in the farm with Muhammad (17), the son of my co-worker Amjad Salim, when I saw a group of 20 to 30 settlers trying to break the gate to the farm. There were people of all ages there, including women, and five of them were armed.

I came out of the house and yelled at them to go away, but I was too afraid to get close to them. Muhammad wanted to get closer to them, but I stopped him. They couldn’t open the gate, so they went around the fence until they were about 40 meters away from us, and threw stones at us while we tried to hide behind trees. It was frightening. Then I saw them cut a part of the fence and enter the farm.

I called Amjad, who works with me on the farm, and Kamal Shreiteh, one of the owners, and told them what was happening. Muhammad and I left the farm through the western gate and hid from the settlers, because we were afraid that if they found us there, they would kill us. They cut about 15 meters of the fence around the reservoir, took it down, stole water valves and then left. While the settlers were at the farm, I saw a military jeep near the outpost. I’m sure the soldiers heard me shouting, but they did nothing. They don’t care, and it only goes to show that they’re working with the settlers.

At around 5:00 P.M., Kamal and Amjad came to the farm with family members, and then the settlers came back and attacked the cars as they were about to drive into the farm. Luckily, they managed to get in unharmed. It took another half an hour for soldiers to arrive and make the settlers head towards their outpost. Meanwhile, the settlers continued to shout and swear at us and threaten us.

That night, we stayed up late for fear the settlers would return to the farm and take revenge on us. We’ve been living in fear for years and get no protection. We can only rely on God.
